    The Central Bureau of Investigation (CBI), India’s apex investigating agency, has registered 110 cases against 166 Civil Service Officers since 2018. The All India Services (Conduct) Rules, 1968 and Central Civil Services (Conduct) Rules, 1964 provide the Code of Conduct for Central Government employees, which they must follow at all times. The Lal Bahadur Shastri National Academy of Administration in Mussoorie provides training to Officer Trainees, including the spirit of nationalism, citizen centricity, and financial integrity.

    The Government of India approved the National Programme for Civil Services Capacity Building – Mission Karmayogi in September 2020, with the objective of creating a professional, well-trained, and future-looking civil service that has a shared understanding of India’s developmental aspirations, national programs, and priorities.

    According to various ministries, departments, and Cadre Controlling Authorities (CCAs), a total of 88 officers (Group A and B) were pre-maturely retired under the provisions of FR 56(j)/similar provisions during the last three years, including the current year (up to March 17, 2023). The government has also scrapped a total of 11,025 vehicles (7,750 private and 3,275 government vehicles) by registered vehicle scrapping facilities until March 31 this year.

    Furthermore, in a written reply to the Rajya Sabha, Road Transport and Highways Minister Nitin Gadkari stated that 24 states/UTs have reported 256,935 government-owned vehicles older than 15 years. The central government has provided incentives to state governments for implementing the Vehicle Scrapping Policy. The scheme for special assistance to states for capital investment has been extended for the financial year 2023-24 by the government, and the incentive amount to states has been increased to Rs 3,000 crore. This is to incentivize scrapping of state government vehicles that are older than 15 years, waive liabilities on old vehicles, provide tax concessions to individuals for scrapping old vehicles, and set up automated vehicle testing facilities.
