    The Haryana government has created a new policy called Parivar Pehchan Patra (PPP) that considers families as a unit when addressing citizen issues. The Aadhar card system, which was created for individual identification, does not factor in the importance of families in society. To address this, the Haryana government developed the Haryana Residents Database (HRD) and made Aadhar mandatory for it. However, due to concerns about privacy, they decided not to require Aadhar and instead integrated ration cards and other components into HRD.

    The government formed 20,000 local committees, each with five members, to verify data from households. They collected self-declared data from citizens and cross-checked it with income data from IT returns and birth and death registrations. This helped them develop “golden data” that is more accurate. They changed the definition of BPL families to those with an annual income of Rs 1.80 lakh or less and issued 12 lakh new ration cards to eligible people.

    The government also simplified the process of obtaining caste certificates by allowing people to get them with the click of a button. The chief minister stated that the Ayushman Bharat scheme is implemented in the state and that they are considering extending it to people with incomes up to Rs 3 lakh by paying part of their health insurance premium.
