Former ‘babus’ questioned by probe panel over PPAs signed during BRS government

The Justice L Narasimha Reddy Commission is investigating thermal projects and power purchase agreements (PPAs) from the BRS regime. Former TRANSCO and GENCO MD D Prabhakar Rao, along with former energy secretaries Suresh Chanda and Arvind Kumar, were questioned by the commission.

Reddy focused on the PPAs made between the government and Chhattisgarh, which had faced criticism from opposition parties. The former officials clarified details about the agreements and addressed concerns raised by the commission.

Arvind Kumar mentioned his refusal to sign an MoU with Chhattisgarh for PPAs during his time as energy secretary, leading to his immediate removal from the position by the then CM. The commission also examined the construction of thermal power projects at Damaracherla and Kothagudem without proper environmental clearances.

Additionally, the commission looked into the BRS government’s decision to only pursue critical thermal units instead of super critical units, leading to equipment being ordered from BHEL without inviting tenders from other agencies.
