Telangana Implements Hybrid Annuity Model to Speed Up Road Development

The Telangana government is planning to use the Hybrid Annuity Model (HAM) to speed up road development in the state. This model combines public and private funding to improve efficiency and make better use of resources.

Under this system, the state government will pay 40% of the project cost, while private developers will contribute the remaining 60%. This method is expected to bring in more private investment and reduce the financial burden on the government.

During the budget presentation, the Finance Minister announced that Telangana plans to build 17,000 kilometres of rural roads by 2028. The total estimated cost for this project is ₹28,000 crore. These roads will improve connectivity in remote areas, boost economic growth, and make essential services more accessible to rural communities.

The use of HAM is part of Telangana’s larger goal to expand infrastructure through public-private partnerships.
