District Collector P. Praveenya emphasized the importance of understanding election responsibilities thoroughly. On Monday, a training session took place at the Sangareddy Zilla Parishad conference hall. The training targeted nodal officers, sub-collectors, RDOs, ZPTC ROs, MPTC ROs, cluster officers, DLPOs, MPDOs, Tahsildars, and MPOs. Master trainers used PowerPoint presentations to teach election management.
Collector P. Pravinya stressed the need for a deep understanding of election duties. He insisted that local body elections should happen smoothly and that returning officers must remain unbiased.
He advised completing all preparations for the MPTC and ZPTC elections ahead of time. Officers should fully grasp the rules and perform their duties with care and transparency, avoiding disputes or errors. Returning officers play a crucial role in running local elections.
Following the State Election Commission’s announcement, the MPTC and ZPTC elections will occur in the district’s second phase. Nominations for MPTC elections will be accepted at the Mandal Parishad Development Officers’ offices, while ZPTC nominations will be received at the Zilla Parishad office.
Returning Officers must adhere to election rules from nomination receipt to candidate list publication. Their role is vital for a peaceful election process. They need to ensure smooth operations, including nominations, withdrawals, and symbol allocations, following the Election Commission’s rules.
Nominations should be scrutinized and withdrawn within the set time limits. Candidates and proposers must be verified with the voter list to confirm their local status. Only three people, including the candidate, can enter. Extra care is needed when proposers withdraw nominations on behalf of candidates, ensuring thorough checks.
Candidates must open separate bank accounts for election expenses. Election staff should collect paid news about candidates. Officials need to educate candidates on rules and ensure compliance with election regulations.
Candidates’ names should appear on ballots in Telugu alphabetical order. If multiple nomination sets are submitted, all must be reviewed for acceptance or rejection reasons. A help desk should assist candidates with proper nomination submission. The Collector ordered a help desk at the ZP CEO office for ROs and AROs to resolve doubts. A mock nomination process should occur before notification to avoid errors.
A daily report is required from notification issuance, and nominations must be scanned and uploaded online. Filming during nomination receipt and withdrawal helps provide evidence. Proper nomination processes lead to smooth polling and counting. The Collector instructed ROs and Assistant ROs to handle notification issuance, nominations, scrutiny, and withdrawals efficiently. Doubts should be cleared with higher authorities. The local election process should follow State Election Commission guidelines, avoiding personal decisions and strictly implementing the election code of conduct.
District SP Paritosh Pankaj assured that all arrangements are in place for peaceful elections. Strong security is set up at polling stations, and arrangements for ballot box movement and security are made. Staff deployment ensures a peaceful election atmosphere.
