Governor asks for legal advice on BC quota rule

Hyderabad: Telangana is awaiting a decision from Governor Jishnu Dev Varma on a proposed ordinance to implement a 42% Backward Classes (BC) quota in local body elections.

The state government submitted the draft of the Telangana Panchayat Raj (Amendment) Ordinance, 2025, for approval three days ago. However, the Governor has not yet made a decision. Instead, he has consulted legal and constitutional experts to ensure the process avoids any legal issues.

According to sources, the Governor is being cautious and will wait for legal advice before proceeding. The experts provided insights on challenges related to increasing reservations beyond 50% and how other states have managed similar adjustments without legal complications.

Governor Varma has requested a detailed report from the legal team. This report will address the potential challenges of enhancing the BC quota without constitutional amendments and examine the Governor’s role in approving such an ordinance, especially when a related bill is still pending with the President.
