The Government of Telangana has approved the formation of a third power distribution company (DISCOM) in the state to improve electricity supply and management for agricultural and irrigation sectors. The new entity will be called Telangana Rythu Power Distribution Company Limited (TGRPDCL), commonly referred to as the Rythu DISCOM.
With this move, Telangana will now have three distribution companies operating in the state — TGSPDCL (Telangana State Southern Power Distribution Company Limited), TGNPDCL (Telangana State Northern Power Distribution Company Limited), and the newly created TGRPDCL.
Dedicated Power Utility for Agriculture
The newly formed TGRPDCL has been created primarily to focus on the electricity requirements of the agricultural sector and allied services. According to official documents, the company will handle the extension of power supply to agriculture connections as well as support schemes such as Mission Bhagiratha, CPWS (Comprehensive Protected Water Supply), lift irrigation schemes, and municipal water supply connections.
The company will also be responsible for the operation and maintenance of power infrastructure, including distribution transformers and low tension lines assigned to it. Other responsibilities include power procurement based on allocated shares, onboarding of new agricultural electricity connections, regulatory compliance, and ensuring reliable power supply to consumers.
Musharraf Ali Faruqui Appointed CMD
The government has appointed IAS officer Musharraf Ali Faruqui as the Chairman and Managing Director (CMD) of the newly formed Telangana Rythu Power Distribution Company Limited.
The initial Board of Directors for the company includes officials from the existing DISCOMs and power sector institutions:
- Sri Musharraf Ali Faruqui, IAS – Chairman and Managing Director
- Sri Vanteru Thirupathi Reddy – Director (Finance), TGNPDCL
- Sri P. Krishna Reddy – Director (Finance, Revenue & Legal), TGSPDCL
- Sri Vanguru Mohan Rao – Director (Projects), TGNPDCL
- Sri N. Narasimhalu – Director (Operations), TGSPDCL
Share Capital and Ownership Structure
The initial paid-up share capital of Telangana Rythu Power Distribution Company Limited has been fixed at ₹5 crore. The capital will be divided into 50 lakh equity shares of ₹10 each.
The share capital will be contributed jointly by the existing DISCOMs — TGSPDCL and TGNPDCL — on behalf of the Government of Telangana. As per the document, the majority shareholding will be held in the name of the Governor of Telangana represented through the Energy Department.
Aims to Improve Agricultural Power Management
The creation of a dedicated Rythu DISCOM is aimed at strengthening power management for agriculture and irrigation sectors, which consume a significant share of electricity in Telangana.
By separating agricultural supply operations into a specialized distribution company, the government aims to improve operational efficiency, better manage agricultural power connections, and ensure reliable electricity supply to farmers across the state.
The board structure of the new DISCOM will be reconstituted from time to time based on government requirements and policy decisions.
