Telangana Government Introduces ‘Family Register’ and MeeSeva Family Register Certificate Service

Hyderabad: In a major step towards simplifying citizen services and creating a single authenticated record of family details, the Telangana Government has issued orders constituting a State-wide Telangana Family Register. The initiative, introduced through G.O. Ms. No. 172, Revenue (Ser.II) Department, dated July 25, 2026, aims to provide a reliable electronic database of family information that can be accessed through the MeeSeva platform.

The government said the new system has been introduced after citizens faced difficulties in producing authentic records of family composition while applying for various government services. The Family Register is expected to bring uniformity in verification and reduce the need for submitting multiple documents across departments.

What is the Telangana Family Register?

The Telangana Family Register will be a state-wide electronic register maintained by the Revenue Department. Every family unit will have a digital record containing essential family particulars, making it easier for citizens to obtain a verified Family Register Certificate whenever required.

The government has clarified that the Family Register Identification Number will be the same as the family’s Food Security Card (Ration Card) Number.

What Information Will Be Included?

The Family Register will contain the following details for every family:

  • Family Register Identification Number (same as the Ration Card number)
  • Name of the head of the family
  • Names of all family members
  • Relationship of each member with the head of the family
  • Age and date of birth of every member
  • Gender
  • Aadhaar number of each family member
  • Complete residential address including door number, village/ward, municipality, mandal and district

The information will be populated electronically from the existing Food Security Card (Ration Card) database maintained by the Commissioner of Civil Supplies.

Family Register Certificate Through MeeSeva

Along with creating the Family Register, the government has also introduced a new citizen service called the “Telangana Family Register Certificate”, which will be available through the MeeSeva platform.

Citizens will be able to apply:

  • At any MeeSeva Centre
  • Through the MeeSeva online portal
  • Using the MeeSeva mobile application

The prescribed user charges will apply for obtaining the certificate.

Who Can Apply?

According to the government order:

  • Only an adult member of the family whose details are present in the Family Register can apply.
  • The application must contain the family’s Food Security Card (Ration Card) Number.

Certificate to Be Issued Within Two Working Days

The government has fixed a service delivery timeline of two working days. Once an application is submitted through MeeSeva, it will automatically be routed to the concerned Tahsildar based on the address available in the Food Security Card database.

The Tahsildar will verify the family particulars against the Civil Supplies database. After verification, the application will be digitally approved and the Family Register Certificate will be generated with:

  • A unique certificate number
  • Digital signature of the Tahsildar

The certificate will then be made available for download through MeeSeva.

Tahsildar Named as Approving Authority

The order specifies that the Tahsildar of the concerned Mandal, where the family’s address exists in the Food Security Card database, will serve as the approving authority for issuing the Family Register Certificate.

District Collectors have been directed to monitor implementation of the service and ensure that applications are disposed of within the prescribed time limit.

Integration with Civil Supplies Database

The Commissioner of Electronic Service Delivery (ESD) has been instructed to establish an Application Programming Interface (API) with the Civil Supplies Department. This integration will enable automatic fetching of family details from the Food Security Card database into the Telangana Family Register.

The Commissioner of Civil Supplies has also been directed to provide the necessary access to facilitate the implementation of the new service.

Important Clarification

The government has clarified that the Family Register and the Family Register Certificate are intended only to record the composition of a family as reflected in the Food Security Card database.

The certificate does not:

  • Establish ownership of any property
  • Determine legal heirship
  • Create or extinguish any legal right
  • Automatically confer eligibility for government welfare schemes

Officials emphasized that the register serves as a verified family record for administrative purposes and should not be treated as proof of property rights or succession.

The Telangana Family Register is expected to reduce paperwork, improve verification processes and make it easier for citizens to access various government services through a single authenticated family record. By integrating Revenue and Civil Supplies databases and enabling online certificate issuance through MeeSeva, the government aims to strengthen digital governance while reducing delays in service delivery.
