The Telangana Government is moving towards a major land policy decision that could reshape Hyderabad’s real estate landscape. Official sources indicate that discussions are underway to exempt areas falling under GO-111 restrictions within the Outer Ring Road (ORR) limits. The proposed relaxation would apply to approximately 6 to 7 villages located inside the ORR corridor or near ORR, potentially unlocking thousands of acres of land that have remained largely undeveloped for nearly three decades.

GO-111 was introduced in 1996 to protect the city’s primary drinking water reservoirs, Osman Sagar and Himayat Sagar. The government order imposed strict restrictions on large-scale construction, industrial activities, and commercial development within the notified zone. The regulation was designed to prevent pollution and preserve water quality in these critical reservoirs that serve Hyderabad’s drinking water needs. Currently, the GO-111 zone covers 84 villages across seven mandals in the region.

The urban landscape around Hyderabad has transformed dramatically since the order was first implemented. The completion of the Outer Ring Road, expansion of Hyderabad Airport, growth of the Financial District and IT corridors, and the upcoming Regional Ring Road (RRR) have accelerated development in the region. Areas that were once considered city outskirts have now emerged as major growth centers, prompting government circles to debate whether continuing GO-111 restrictions in already urbanized areas within the ORR remains practical.

Villages such as Vattinagulapally, Khanapur, Janwada, Aziznagar, Himayatnagar, and Venkatpally are located close to Hyderabad’s rapidly growing western corridor. Their proximity to the Financial District, Nanakramguda, Kokapet, and key ORR junctions has already attracted significant investor interest. Market experts believe these locations could become the next real estate hotspots if GO-111 restrictions are relaxed. The areas fall within Moinabad, Rajendranagar, Shamshabad, and surrounding parts of Ranga Reddy district.

Reports suggest that the government is considering a selective approach to the exemptions. The proposed policy would grant relaxations only for villages located within the ORR while retaining environmental protections in areas closer to the reservoirs. This strategy aims to balance urban development needs with ecological conservation. If the proposal receives government approval, land values in the affected areas could witness a sharp rise, with the real estate sector expecting increased momentum for gated communities, villa projects, commercial hubs, and IT-linked developments.

Environmental experts have raised concerns about the potential impact of increased construction activity within the catchment areas of Osman Sagar and Himayat Sagar. They warn that relaxing restrictions could affect water quality, groundwater reserves, and natural flood flow channels in the future. The key challenge for the government will be implementing development policies while ensuring the long-term safety and sustainability of the reservoirs that continue to serve as important water sources for the city.
