The Telangana government is evaluating a phased development plan for the GO 111 region surrounding Hyderabad’s twin reservoirs, aiming to strike a balance between urban expansion and environmental conservation. The proposal focuses on permitting limited construction while preserving most of the land for greenery, open spaces, and essential public infrastructure. This initiative marks a significant shift towards sustainable land-use planning in one of the city’s most environmentally sensitive zones.
A high-level expert committee has submitted recommendations covering nearly 1.32 lakh acres spread across 84 villages in the catchment area of Osman Sagar and Himayat Sagar. Rather than lifting development restrictions across the entire region simultaneously, the committee proposes starting with six to eight villages located within the Outer Ring Road. This phased approach will allow authorities to assess environmental impacts before implementing changes across the wider area.
Under the GO 111 green city proposal, the permissible built-up area would increase from existing limits to a maximum of 40 percent, while the remaining 60 percent would be reserved for green cover, roads, water bodies, and public open spaces. Planning experts have recommended that all projects avoid obstructing natural rainwater channels and incorporate sustainable infrastructure, including sewage treatment plants and zero liquid discharge systems. These measures are designed to reduce pollution risks, improve water management, and support climate-resilient urban development.
The GO 111 regulations were originally introduced in 1996 to protect the catchment areas of the two reservoirs, which historically served as major drinking water sources for Hyderabad. With the city now receiving substantial water supplies from the Krishna and Godavari river systems, policymakers are reassessing land-use restrictions while seeking to preserve environmentally sensitive areas. The current review reflects changing urban water supply dynamics and the need for updated planning frameworks.
Urban planners view the initiative as an opportunity to create a low-density, environmentally conscious urban model that integrates residential development with green infrastructure. However, they emphasize that any relaxation of development norms must be supported by robust environmental monitoring, scientific zoning, and strict enforcement of sustainability standards. Experts stress that protecting lakes, drainage networks, and biodiversity corridors should remain central to future planning decisions.
