HYDRAA Detects Fake Fire NOCs Submitted by Junior Colleges; Criminal Case Registered Against Managements

Hyderabad: The Hyderabad Disaster Response and Asset Protection Agency (HYDRAA) has uncovered a major case involving the alleged submission of fake and forged Fire No Objection Certificates (Fire NOCs) by several private junior colleges in Hyderabad and surrounding districts. Following verification, HYDRAA has requested criminal action against the institutions involved, and a case has been registered by the police.

According to official documents issued by HYDRAA, the agency found that multiple junior colleges had submitted fabricated Fire NOCs claiming they were issued by HYDRAA or GHMC to obtain academic affiliations and operational permissions from the Telangana Board of Intermediate Education (TGBIE).

Complaint Led to Statewide Verification

The investigation began after HYDRAA received a complaint against Haindavi Junior College, Barkatpura, alleging the use of a fake Fire NOC.

Upon examining its records, HYDRAA confirmed that the certificate submitted by the institution was not genuine.

Following this, HYDRAA requested the Telangana Board of Intermediate Education (TGBIE) to share Fire NOCs submitted by junior colleges for the 2025-26 and 2026-27 academic years.

District Intermediate Education Officers (DIEOs) from Hyderabad, Rangareddy, Medchal-Malkajgiri and Sangareddy forwarded 76 Fire NOCs for verification.

Seven Fake Fire NOCs Detected

After comparing the certificates with official HYDRAA records, the agency confirmed that seven Fire NOCs were fake or forged.

HYDRAA subsequently wrote to the concerned District Intermediate Education Officers requesting them to cancel the permissions or affiliations of the colleges that had submitted forged certificates.

Criminal Case Registered

Considering the seriousness of the matter, HYDRAA asked the Station House Officer of Lake Police Station, Hyderabad, to register a criminal case against those responsible.

As per the endorsement on the official communication, Lake Police registered Crime No. 91/2026 under relevant provisions of the Bharatiya Nyaya Sanhita (BNS) and entrusted the investigation to the concerned investigating officer for further inquiry.

Officials stated that the investigation will also identify individuals involved in the creation, fabrication and distribution of forged government certificates.

  • Sri Chaitanya Junior College, Chatrinaka, Hyderabad
  • New Era Junior College, Chikkadpally, Hyderabad
  • Shaheen Junior College, Shivarampally
  • Vasishta Junior College, Tellapur, Sangareddy District

The forged certificates reportedly carried fabricated reference numbers claiming to have been issued by HYDRAA or GHMC.

Serious Public Safety Concern

HYDRAA stated that Fire NOCs are mandatory safety documents issued only after verifying whether educational institutions comply with fire safety norms. Submitting forged certificates not only amounts to falsification of government records but may also compromise the safety of students, staff and the public.

The agency has urged authorities to take strict action against those responsible and ensure that only institutions complying with fire safety regulations are granted operational permissions.

The investigation is currently underway, and further action is expected based on the findings of the police inquiry.
