Gadwal: New Bhoo Bharati Act to Help Resolve Land Disputes Faster – District Official
Jogulamba Gadwal: The Telangana government has introduced a new law called the Bhoo Bharati ROR Act 2025. This law aims to quickly and clearly resolve land-related disputes. District Additional Collector Lakshmi Narayana shared this news during a meeting with farmers at the Ittikyala Mandal Parishad Office on Tuesday.
During the awareness session, the Additional Collector explained how the new law will help farmers by protecting their land rights and speeding up the settlement of land issues. He said the main goal of the Act is to give farmers clear ownership of their land and end long-standing disputes.
He gave a short history of land administration in India—from the time of Emperor Akbar, to the first land survey in 1923, to updates like Pattadar Passbooks in 1971 and the original ROR Act in 1978. He also spoke about the Dharani portal, which launched in 2020 but had some problems. The new Bhoo Bharati system will replace Dharani and offer better transparency and protection.
The Bhoo Bharati Act was officially launched on April 14, 2025, on the birth anniversary of Dr. B. R. Ambedkar. Through the new online portal, people can now apply for services like correcting land records, getting survey maps, registering inheritance rights, and solving informal land sale issues (called “Sada Bainama”).
The law also allows for faster services like registration, updating names, and converting land for other uses. According to Section-8 of the Act, documents such as court orders, land certificates, and other legal papers will be checked by the Revenue Divisional Officer (RDO) before final approval. Applications will also be verified at the field level.
A two-step appeal system has also been introduced. This means that land disputes can be settled by Tahsildars, RDOs, and District Collectors—without needing to go to Civil Courts. This will help in giving quicker decisions.
The Additional Collector said that more services will be added soon, like land maps in passbooks, Bhudhaar (land ID) cards, and free legal help for farmers. Disputes will be looked at based on land value and handled in steps by senior officers.
In Jogulamba Gadwal district, 4,000 land-related applications had been made under the old Dharani system. Of these, 3,000 have already been resolved. The remaining 1,000 are expected to be cleared soon using the new Bhoo Bharati Act.
He encouraged all farmers to visit their local Tahsildar offices and use the new system to settle their land matters. He also said that awareness sessions will be held in villages to help farmers understand the new law and make the best use of it.
The event was also attended by Ittikyala Tahsildar Veerabhadrappa, Market Yard Chairman Dodappa, Vice Chairman Kumar, MPDO Ajar Mohinuddin, and several farmers and local officials.
