The Telangana BJP has urged the State government to review the HMDA Master Plan, which has been in place for the past ten years. Party leaders Dr. S Malla Reddy, B Srinivas, B Narasimha Reddy, and Godavari Anji Reddy raised concerns that nearly 50,000 farmers across seven districts are struggling due to strict zonal regulations.

According to the BJP leaders, large-scale corruption has taken place over the last decade regarding changes in zoning laws. They pointed out that Government Order No. 111, which aims to protect the catchment areas of Gandipet and Himayat Sagar, only allows construction on 10% of privately owned land.

The leaders also criticized the 2013 HMDA Master Plan for designating many areas as conservation or public-use zones. This has prevented small farmers from altering their land classifications or building homes. They highlighted that even farmers who own five acres of land are unable to construct a house due to these restrictions.

Furthermore, the State government recently merged 51 villages along the Outer Ring Road into municipalities, but the zoning regulations remained unchanged. Additionally, the government is considering expanding the metropolitan area by extending jurisdiction beyond 5 km from the proposed Regional Ring Road (RRR).
