Govt Approves ₹384 Crore Flyover and Underpass Projects in Cyberabad

The Telangana government has granted approval for a significant infrastructure development project in Cyberabad, encompassing the construction of a six-lane bi-directional flyover and two uni-directional underpasses. The project, valued at ₹384.45 crore, is designed to alleviate severe traffic congestion along critical corridors connecting Miyapur, Allwyn X Roads, Hafeezpet, and Bachupally.

The contract has been awarded to M/s Shivasatya Engineering Services Private Limited, which emerged as the lowest bidder during the competitive tendering process. The company will execute the entire project under the Engineering Procurement Construction (EPC) mode on a turnkey basis, ensuring comprehensive responsibility from design to completion.

The infrastructure project comprises three major components: a six-lane bi-directional flyover stretching from Miyapur X Road to Allwyn X Road, a three-lane uni-directional underpass from Hafeezpet to Miyapur, and another three-lane uni-directional underpass from Bachupally to Allwyn X Roads. These structures are expected to significantly improve traffic flow in one of Hyderabad’s busiest commercial zones.

The government had previously accorded administrative sanction for the project at an estimated cost of ₹530 crore under the State Budget as part of the H-CITI initiative. The Cyberabad Municipal Corporation (CMC) was authorized to invite tenders and simultaneously undertake land acquisition and utility shifting to prevent project delays. The civic body was also permitted to engage a Project Management Consultant (PMC) for supervision and quality control throughout the construction phase.

Tenders were invited through the e-procurement system by the Superintending Engineer (Projects-West Zone), GHMC. The bidding process attracted participation from three prominent infrastructure firms: M/s Shivasatya Engineering Services Private Limited, M/s M. Venkata Rao Infra Projects Private Limited, and M/s NCC Limited. The technical evaluation process was conducted by a government-constituted committee.

The technical bids were reviewed and approved by committee-II during a meeting held on February 10. Following the technical evaluation, the price bids were opened on the same day. The evaluation committee conducted a thorough examination of all financial proposals submitted by the participating firms to determine the most competitive offer.

After completing the financial assessment, the committee approved the L1 bid submitted by Shivasatya Engineering and recommended awarding the contract to the company. The firm’s bid of ₹384.45 crore represented a significant reduction from the originally sanctioned amount of ₹530 crore, resulting in substantial savings for the state exchequer.

The Commissioner of Cyberabad Municipal Corporation subsequently submitted a formal request to the government seeking approval to finalize the bid and commence work on the infrastructure project. The approval marks a crucial step forward in addressing the mounting traffic challenges faced by residents and commuters in the rapidly expanding Cyberabad region, which houses numerous IT companies and residential complexes.
