The **Telangana Public Health Doctors Association** (**TPHDA**) firmly opposes the plan to appoint Group-1 officers, who are not medically trained, to manage hospitals. They urge the government to study how respected institutions in other states operate before making such decisions.
**TPHDA** emphasizes that managing a hospital requires understanding patients’ physical, mental, and emotional needs—knowledge that only qualified doctors have. Citing the Bhore Committee’s recommendations, they stress that successful hospitals, like the **All India Institute of Medical Sciences** (AIIMS), are led by doctors.
The association believes that doctors should keep and even extend their management roles. They suggest creating well-funded departments for hospital administration in public health facilities and officially recognizing advanced courses in this area.
To improve hospital management, **TPHDA** encourages doctors to gain specialized qualifications like MD Hospital Administration, MD SPM, or MHA.
In their appeal, **TPHDA** warns against making Group-1 officers superintendents, as this could create unnecessary job overlaps and weaken doctors’ authority.
They advocate for a healthcare system that values doctors’ unique skills, follows successful global practices, and maintains high standards like those at AIIMS.
