Telangana Cabinet Approves Major Welfare and Infrastructure Schemes for Government Employees and Citizens

The Telangana Cabinet has approved a comprehensive package of welfare schemes and infrastructure projects in a recent meeting, introducing significant benefits for government employees, pensioners, and the general public. The decisions include a landmark accident insurance scheme, cashless health coverage, and major infrastructure upgrades across the state.

Under the new Accident Insurance Scheme for Government Employees, all serving government employees and pensioners in Telangana will receive coverage without paying any premium. In case of accidental death, beneficiaries will receive compensation of ₹1.2 crore, while natural death of employees up to 60 years of age will be covered under a ₹10 lakh term insurance. The scheme will benefit a total of 7.57 lakh people, including 5.19 lakh regular employees and 2.38 lakh pensioners. The scheme will be implemented through bankers without imposing any financial burden on employees or the government.

The Cabinet also approved a Cashless Employee Health Scheme that will cover 3.56 lakh employees, 2.88 lakh pensioners, and their dependent family members, totaling 17.07 lakh beneficiaries. Treatment will be completely cashless and available in all government hospitals and 652 empanelled private hospitals. The scheme covers 1,998 medical procedures and will be implemented through the Rajiv Aarogyasri Health Care Trust. Employees will contribute 1.5% of their basic pay, with the government matching the contribution, resulting in an annual outlay of ₹1,056 crore.

In a major health sector reform, the Cabinet approved converting the Telangana Vaidya Vidhana Parishad (TVVP) into the Directorate of Secondary Health (DSH). The transition from autonomous status to a full-fledged government department is expected to enable faster procurement of medicines and surgical supplies, improved salary disbursement, and better overall healthcare delivery across the state.

The Cabinet sanctioned ₹3,145 crore from Greater Hyderabad Municipal Corporation (GHMC) funds for the Comprehensive Road Maintenance Programme (CRMP) Phase 2. Under this initiative, 300 km of additional roads will be developed and maintained, over and above the existing 744 km covered in Phase 1. For water supply modernization, ₹722 crore has been approved for upgrading the Manjeera Water Supply Scheme Phases 1 and 2, while ₹282 crore has been sanctioned for modernizing the Osman Sagar drinking water pipeline. These upgrades are expected to reduce transmission losses by 30% and significantly improve water supply in Hyderabad.

In a landmark decision, the Cabinet approved the takeover of the 69 km Hyderabad Metro Rail Phase 1 from Larsen & Toubro (L&T). The estimated takeover cost is ₹15,000 crore including liabilities, while the asset value is estimated between ₹19,000 to ₹22,000 crore. The government plans to accelerate Phase 2 expansion, with a total proposed extension of 76.4 km (Phase II A) and 86.1 km (Phase II B).

The Cabinet allocated substantial land for various development projects across the state. 223.09 acres have been allocated for a Multi-Modal Logistics Park and Food Processing Park in Koheda, Rangareddy district, while 239 acres have been designated for a world-class fruit market. Land has also been allotted for engineering colleges under JNTU and Satavahana University, and for 21 Young India Integrated Residential Schools across multiple districts. Additionally, 5 acres have been allocated for a Greenfield Mini Stadium in Bhadrachalam, and 20 acres for a TTD temple in Khammam district. Four villages in Vikarabad districtChittiguda, Yavapur, Tekulapalli, and Enkatala—will be included in the jurisdiction of the Hyderabad Metropolitan Development Authority (HMDA).

The Cabinet also reviewed preparations for Census 2027, with the first phase of House Listing Operation scheduled from May 11 to June 9. A total of 89,000 enumerators and nodal officers will participate in the exercise, which will use a 34-question format prescribed by the Centre. The second phase is scheduled to be conducted in February 2027. The government also approved issuing renewable energy distribution licenses for data centers consuming 300 MW under the Clean & Green Energy Policy, and announced a special drive for construction of Indiramma houses in rural and urban areas.
