Telangana Government Issues GO to Convert 9,292 Acres of Industrial Land to Multi-Use Zones

The Telangana government has officially released a new policy enabling the transformation of industrial lands located inside and near the Outer Ring Road (ORR) in Hyderabad. The policy covers approximately 9,292 acres of industrial land, including 4,740 acres of plotted area, which can now be formally converted to multi-use zones.

Under the Hyderabad Industrial Lands Transformation Policy, land parcels designated as industrial can be shifted to multi-use classification after paying a one-time Development Impact Fee. The fee structure is based on the width of the road the plot faces and the Sub-Registrar Office (SRO) value of the property.

Properties facing roads below 80 feet in width must pay 30% of the SRO value, while those facing roads 80 feet or wider are required to pay 50% of the SRO value.

The payment process has been structured to ease the financial burden on applicants. They must first pay 20% upfront while filing their application online through the TG-IPASS portal. The remaining 80% must be paid within 45 days in two separate instalments.

A penalty clause has been included for delayed payments. Applicants who fail to clear dues on time will face a 1% penalty per month after a grace period of one month. If the payment is not completed beyond the grace period, the total amount will be forfeited and the applicant will lose eligibility for conversion.

The approval process has been streamlined for efficiency. The Telangana State Industrial Infrastructure Corporation (TGIIIC) and the Industrial Area Local Authority (IALA) will complete initial scrutiny within 7 days. Final approval will be granted within another 7 days, making the entire process quick and transparent.

A critical aspect of the policy is the sunset clause, which mandates that all applications must be filed within 6 months of the policy issuance. This time-bound provision ensures swift implementation and prevents indefinite delays.

The TGIIIC has been designated as the nodal agency responsible for processing applications and handling layout revisions. This centralized approach aims to simplify procedures and reduce bureaucratic hurdles for landowners seeking conversion.
