Forum for Good Governance Urges CM to Revive Rajiv Swagruha Scheme

Hyderabad: The Forum for Good Governance (FGG) has requested Chief Minister A Revanth Reddy to review the Rajiv Swagruha scheme. They urged the government to provide basic facilities for the houses that have already been allotted and complete the unfinished flats and houses. This would help the families who are struggling due to incomplete projects.

FGG President M Padmanabha Reddy explained that previous governments introduced several housing schemes. One such scheme, Rajiv Swagruha, aimed to provide affordable homes for the urban middle class. The plan was to sell houses at 25% less than market prices. Many people showed interest and applied for these homes. In 2007, the government issued an order (GO 8) to develop integrated townships in urban areas under this scheme. The Housing Board, Industrial Infrastructure Corporation, and Urban Development authorities were responsible for implementing the project.

The scheme started in 2007 with a goal of building 3,716 flats and 556 individual houses, totaling 4,272 units. However, by the time the scheme ended in 2013, only 2,956 flats were completed and given to applicants. Out of the 556 planned houses, only 195 were started, and they remain unfinished. The government spent ₹1,809.56 crore on the project, including ₹919.31 crore borrowed from banks. So far, ₹763.55 crore has been collected from allottees, leading to a net loss of ₹1,046 crore for the government.

The FGG president pointed out that even in the allotted houses, residents face problems due to poor roads, lack of drinking water, and bad drainage systems. Many houses also suffer from poor construction quality. The idea of developing a well-planned township was never fully realized. He criticized the scheme for being poorly planned and abandoned halfway, causing difficulties for middle-class families.
