GHMC Expansion: What Happened and Where It Stands Now

The Telangana government has carried out a major restructuring of the Greater Hyderabad Municipal Corporation (GHMC) after deciding to merge 27 surrounding Urban Local Bodies with it. This move was approved in November 2025 after months of discussion about uneven development around the Outer Ring Road and the need for a single civic authority to manage Hyderabad’s fast growing outskirts.

Once the cabinet gave its approval, the government issued GO MS 266, which officially increased the number of GHMC wards from 150 to 300. The new structure was based on a ward reorganisation framework prepared by the Centre for Good Governance and submitted by the GHMC Commissioner. With this, GHMC now covers an area of more than 2,000 square kilometres compared to about 650 square kilometres earlier.

Following the order, GHMC released a preliminary delimitation notification and opened a seven day period for the public to file objections or suggestions. Residents can view the draft maps and ward boundaries at GHMC offices and are allowed to send their feedback before the final notification is issued. Officials have said that further changes in zones and circles are also being studied so that administration can be handled more efficiently.

The 27 merged ULBs include places such as Manikonda, Shamshabad, Narsingi, Kompally and Medchal. Most of these areas have seen rapid construction and population growth in recent years, which is one of the main reasons they have now been brought under GHMC. Supporters of the expansion believe that a larger unified civic body will help improve planning for water supply, sewage systems, sanitation and road networks.

However, the move has not been free of criticism. Parties like the Bharat Rashtra Samithi have argued that the decision is politically motivated and could overwhelm an already stretched GHMC. As the public feedback window closes, the next few months will show how smoothly the expanded corporation can bring these newly added areas into its system.
