Justice Ghose Commission Questions Former Chief Secretary Somesh Kumar

Hyderabad: Justice Ghose Commission expressed dissatisfaction with former Chief Secretary Somesh Kumar for his vague and evasive responses during its investigation into alleged irregularities in the construction of the Kaleshwaram project and damages to the Medigadda, Annaram, and Sundilla barrages.

The Commission reportedly grew frustrated when Somesh Kumar arrived late for the open court hearing. During questioning, he failed to provide clear answers regarding the damage to the barrages. This lack of cooperation appeared to further irritate the Commission.

When asked about his role, Somesh Kumar stated that he had served as the Irrigation Secretary for only a brief period and had merely implemented decisions made by the Cabinet during his tenure as Chief Secretary. The Commission inquired whether there were any documents suggesting that the construction of the three barrages violated rules. However, Kumar avoided giving a direct response, prompting the Commission to take a stricter tone.

Justice Ghose warned the former Chief Secretary to answer questions directly. In response, Kumar claimed he could not recall the specific details of the issues being raised and had forgotten the matters discussed. This statement added to the Commission’s dissatisfaction.

Meanwhile, IAS officer Smita Sabharwal, who was also questioned, stated that she was unaware of any government orders approved by the Cabinet regarding the construction of the barrages. She explained that her role was limited to coordinating with district officials and the Chief Minister’s Office (CMO) during the construction of the barrages and the Kaleshwaram project. Her primary responsibility, she said, was to relay information from the CMO to district authorities.

The investigation remains ongoing as the Commission seeks further clarity on the alleged irregularities and damages to the barrages.
