The Layout Regularization Scheme (LRS) process in Hyderabad has hit major roadblocks, with thousands of applicants left in the dark about their application status. HMDA (Hyderabad Metropolitan Development Authority) is facing criticism for its failure to provide timely updates to those who have applied and paid fees, leaving many frustrated and uncertain about the progress of their cases.
According to official data, HMDA has received a total of 3,42,816 applications for layout regularization across various zones. Out of these, fee payment information has been provided to 2,07,501 applicants. However, only 77,536 applicants have successfully paid the required fees, and merely 30,209 applications have been approved so far, indicating a significant gap in the processing pipeline.
The applications primarily concern plot regularization in Ghatkesar, Shamshabad, Shankarpally, and Medchal zones. Applicants initially paid Rs. 1,000 to submit their applications for the LRS process. After paying the fees and additional charges, they expect to receive proceedings documents confirming that their plot regularization has been completed. However, many applicants report receiving no communication whatsoever from the authorities.
A major hurdle facing applicants is the confusion surrounding document uploads. After the initial application and fee payment, officials are requiring applicants to upload several critical documents through the online portal. These include sale deeds, link documents, indemnity bonds, the actual market value of the plot as per 2020 prices obtained from the sub-registrar, and CY plan documents for the purchased plots.
Applicants are expressing serious concerns about the 15-day deadline given for uploading these documents. Many say this timeframe is insufficient, particularly for those unfamiliar with the technical process or unsure about how to obtain certain documents. The short deadline, coupled with lack of proper guidance, has left numerous applicants unable to complete this crucial step in the regularization process.
The situation is further complicated by the fact that many applicants were never informed about the document upload requirement in the first place. By the time they became aware of this step, the deadline had already passed, effectively disqualifying them from proceeding with their applications. This communication gap has created widespread dissatisfaction among those seeking to regularize their plots.
Another significant bottleneck in the process is the delay in scrutiny at the L1 level. This administrative delay is causing a cascading effect, slowing down the entire application processing system. As applications pile up at this initial verification stage, subsequent stages remain stalled, leaving applicants in an indefinite waiting period with no clear timeline for resolution.
Despite these challenges, HMDA officials maintain that the LRS process has been initiated and that the AED (Authorized Engineering Department) has received the applications and is working on them. However, the ground reality suggests a disconnect between official claims and the actual experience of thousands of applicants who continue to wait for clarity on their applications and the next steps in the regularization process.
