770 km Rural Ring Road and 1,150 km Maniharam road network planned under Telangana Rising 2047 vision
Hyderabad – The Telangana government has announced ambitious plans to develop “Praja Valayam,” a 770-km Rural Ring Road, and “Telangana Maniharam,” a 1,150-km comprehensive road connectivity network, as part of the Telangana Rising Vision 2047 to transform rural and peri-urban areas.
Praja Valayam: 770-km Rural Ring Road
The “Praja Valayam” (People’s Ring) is designed to enhance road connectivity in rural areas of Telangana, focusing on villages and smaller towns that lie beyond the urban and peri-urban zones. This 770-km rural ring road will provide crucial connectivity to areas outside the Regional Ring Road (RRR).
Telangana Maniharam: 1,150 km Network
The creation of modern transport infrastructure mainly includes the development of the Regional Ring Road like “Maniharam” for Telangana on the lines of the Outer Ring Road, high-speed mobility corridors, Regional Ring Rail, four industrial corridors and 11 radial roads.
The “Telangana Maniharam” (Telangana Garland), spanning 1,150 km, is envisioned as a comprehensive connectivity network connecting major towns, districts, and rural areas across the entire state.
Three-Zone Development Model
The state’s economic development will be divided into three regions – Core Urban Region Economy (CURE), Peri Urban Region Economy (PURE), and Rural Agriculture Region Economy (RARE).
CURE (Core Urban Region Economy): Inside the 160-km Outer Ring Road (ORR) – focuses on service sector, IT, knowledge economy, and pollution-free development
PURE (Peri Urban Region Economy): Between ORR and the 360-km Regional Ring Road (RRR) – designated as manufacturing hub with industrial zones, Bharat Future City, and greenfield highways
RARE (Rural Agricultural Region Economy): Beyond the RRR to Telangana’s borders – focused on rural infrastructure, agricultural development, and farmer income enhancement
Comprehensive Infrastructure Vision
Infrastructure targets are massive: national highways will expand from 4,983 km to 6,500 km, state highways to 8,600 km, and four new industrial corridors totaling 760 km.
Key Components of Rural Connectivity Plan:
Village 2.0 Initiative: The goal of “Village 2.0” to provide safe drinking water, clean roads and solar power lights in the villages will be accorded priority in the vision document
New Airports: New airports in Warangal, Nizamabad, Adilabad, Peddapalli and Kothagudem will be part of the creation of new transport ecosystem
Port Connectivity: A state-of-the-art highway from Hyderabad (Future City) to Bandar Port in Andhra Pradesh will be a game-changer in connectivity. A 12-lane greenfield expressway will link Bharat Future City directly to Machilipatnam port
Industrial Corridors: Four new industrial corridors with dedicated infrastructure
11 Radial Roads: Connecting ORR to RRR and extending to rural areas
Regional Ring Rail: Complementing the road network with rail connectivity
Rural Development Focus
Rural Telangana will see the launch of the Regional Cluster Acceleration Program, agro-industrial hubs at mandal headquarters, universal 24×7 water supply, mobile health clinics, and digitally connected village service centers to curb migration and create local jobs.
Agricultural Transformation
The agriculture sector will also be given priority in the vision document to double the income of farmers and strengthen the rural economy.
Telangana’s transformative agricultural strategy aims to build a sustainable, profitable, climate-smart agri-food system by 2047 that doubles farmer incomes, ensures nutritional security, boosts exports, and generates widespread rural employment.
$3 Trillion Economy Goal
Chief Minister A. Revanth Reddy held a review meeting on the Telangana Rising 2047 vision document, directing officials to finalize the roadmap to achieve the goal of a $1 trillion economy by 2034 and a $3 trillion economy by 2047.
Vision 2047 Announcement
Chief Minister A Revanth Reddy said that Telangana Rising 2047 aims to build a robust economy that would empower the state to address the welfare needs of people. “We are calling the vision document Telangana Rising 2047, in which vision and strategy will play a key role for development of Telangana”.
Comprehensive Connectivity Strategy
The Praja Valayam and Telangana Maniharam projects represent a holistic approach to connectivity that ensures:
- No village is left isolated from major economic centers
- Two-hour connectivity from any part of the state to urban centers
- Integrated road-rail-air connectivity network
- Rural areas connected to industrial corridors and ports
- Agricultural produce can reach markets efficiently
Timeline and Implementation
By 2047, every major settlement will be within two hours of the core urban region through high-speed connectivity.
The vision document will be unveiled at the Telangana Rising Global Summit scheduled for December 8-9, 2025, where detailed plans and timelines for these infrastructure projects will be presented.
Political Will and Resources
The government strongly believes that sectors like pharma, life sciences, aerospace, quantum technology, artificial intelligence (AI), startups, MSMEs, tourism, and exports will be key sectors for economic growth in the next two decades. The transparent governance, ease of doing business, and global capacity centres (GCCs) provided by the Telangana government are already making the state the number one destination for investors.
The Praja Valayam and Telangana Maniharam projects demonstrate the government’s commitment to ensuring that rural Telangana benefits equally from the state’s economic growth, preventing urban-rural divide and ensuring inclusive development across all regions by 2047.
