Hyderabad: The Justice PC Ghose Commission accused L&T of getting a completion certificate for the Medigadda works, part of the Kaleshwaram Lift Irrigation Project (KLIP), even though the project was not finished. The commission highlighted that L&T should complete all pending tasks, including fixing defects and restoring the 7th Block of the Medigadda barrage, at their own expense.
The report stated L&T should not have received any completion certificates since the Medigadda barrage work was incomplete. The company must address all unfinished tasks and repairs at no additional cost.
If L&T does not comply, project authorities are advised to complete the work and recover costs from L&T as per the contract. The companies responsible for the Annaram and Sundilla barrages must also correct defects at their own expense, as they ignored these issues during the Defect Liability Period.
The commission concluded that issuing completion certificates for Medigadda was wrong and unjustified. The defect liability period hasn’t started legally since the structure is incomplete. The contractor is responsible for repairs under the contract terms.
The findings showed that both project authorities and the agency collaborated with ill intentions to gain unfairly from public funds spent on the Medigadda barrage construction.
