Government to Transform 39 Sub-Registrar Offices into Integrated SRO Clusters within GHMC & ORR Limits

The Telangana government has launched a major administrative reform aimed at transforming property registration services across Hyderabad. As part of this initiative, 39 Sub-Registrar Offices (SROs) located within the Greater Hyderabad Municipal Corporation (GHMC) and Outer Ring Road (ORR) limits will be consolidated into 11 to 12 Integrated Sub-Registrar Office (SRO) Clusters.

The move is designed to provide citizens with corporate-style, five-star public service facilities, significantly improving infrastructure, efficiency, and accessibility in property registration.

From Fragmented Offices to Integrated Hubs

According to the Telugu newspaper report, many of the existing SROs currently operate from small, rented buildings with limited space, poor parking, and inadequate facilities. With increasing property transactions in Hyderabad, these offices have been struggling to manage crowding and service delays.

Under the new plan, multiple SROs in a region will be merged into a single, large Integrated SRO Hub, equipped with:

  • Spacious air-conditioned waiting halls
  • Digital token and queue management systems
  • Dedicated document processing zones
  • Parking facilities for citizens and staff
  • Barrier-free access for senior citizens and persons with disabilities
  • Modern interiors comparable to private corporate offices

Zero Financial Burden on the Government

One of the most notable aspects of the initiative is that it comes at zero cost to the state government.

The Integrated SRO buildings are being developed through private participation under EPC (Engineering, Procurement and Construction) and CSR (Corporate Social Responsibility) models. Developers will construct and hand over the facilities, while the government will operate the services.

  • Gachibowli Integrated SRO Hub – Supported by Aparna Constructions
  • Kukatpally Integrated SRO Hub – Being developed by SSR Builders

Officials stated that this model ensures high-quality infrastructure without impacting public finances.

Foundation Stone Laid for Kukatpally Hub

On January 12, 2026, the foundation stone was laid for the Kukatpally Integrated Sub-Registrar Office Cluster. The new facility will serve multiple SRO jurisdictions in and around Kukatpally, clearly reducing congestion and improving turnaround time for registrations.

Senior officials and public representatives present at the event said the hub would become a model for future SRO infrastructure across Telangana.

Faster Services, Better Citizen Experience

As per the report, the consolidation will also enable:

  • Better deployment of staff and technology
  • Reduced duplication of resources
  • Faster document registration and verification
  • Improved transparency and accountability

The government believes that modernized SRO infrastructure is essential as Hyderabad continues to witness rapid growth in real estate transactions within the ORR belt.

A Step Towards Modern Governance

Officials described the Integrated SRO Cluster initiative as part of a broader vision to modernize citizen-facing government services and align them with the expectations of a fast-growing metropolitan city.

With Hyderabad’s real estate activity expanding rapidly, the new system is expected to ease pressure on registration offices while delivering a smoother, more dignified experience for citizens.
