HMDA’s Budwel Trumpet Interchange Plan Change Costs Rs 35 Crore Extra

The Hyderabad Metropolitan Development Authority (HMDA) has run into a major setback at the Budwel interchange project due to a significant change in design plans. Work on the project connecting the Outer Ring Road (ORR) to the massive layout at Budwel has been halted after the government decided to replace the original trumpet design with a more elaborate interchange. The contractor had already begun pillar construction based on the initial plan, and several pillars have been completed. This planning error has resulted in an additional financial burden of approximately Rs 35 crore on the organization, including Rs 15 crore already spent on pillar work and an estimated Rs 20 crore for demolishing the incorrectly positioned structures.

HMDA is developing a total of 182 acres on Budwel Hill and initially planned a trumpet connection from the layout to the ORR. However, the government later revised this decision to construct a trumpet interchange instead, considering the need to connect Budwel with other cities through Radial Road-2. The revised project now involves building a double-decker interchange on the outer ring road to provide direct connectivity to the massive layout. The new design includes two lines with two entrances and two exits, transforming the area’s overall connectivity structure.

The ambitious project will now be constructed at a cost of Rs 488 crore, significantly larger in scale than the original plan. The design has been upgraded to an international-standard trumpet interchange to handle long-term traffic demands and ensure seamless integration with Radial Road-2 (RR-2). The revamped design specifically ensures a signal-free merge between Radial Road-2 and the ORR at kilometer 143.000 near Rajendranagar/Budwel. The interchange has been widened and scaled up to prevent it from becoming a bottleneck for massive traffic inflow expected in the future.

The huge layout being developed at Budwel is strategically located next to Osman Sagar, where the Musi Riverfront project is also planned. The government changed from the original trumpet design to a full interchange with the intention of connecting this area with the ORR from all sides. In addition to entry and exit routes towards Shamshabad, the new design will provide direct connectivity towards Patancheru through the Radial-2 road. This comprehensive connectivity plan is expected to significantly change the shape and accessibility of the entire area.

The project had originally begun as a double-decker interchange to connect the 100-acre Budwel layout to the Outer Ring Road, with partial construction already underway. Looking at long-term regional traffic projections, the government completely revised the blueprint to accommodate the growing infrastructure needs of the region. According to the changed plan, work is expected to resume in full soon, despite the financial burden imposed on HMDA due to the planning error and subsequent design modifications.
