Hyderabad: The Telangana Government has requested the Central Government to bear the cost of acquiring land required for the proposed Bullet Train hub at Shamshabad, a key component of India’s upcoming high-speed rail network. The proposal comes after the State Cabinet approved revised alignments for three high-speed rail corridors and allocated 400 acres at Bahadurguda near Shamshabad for the construction of a common Bullet Train station, rolling stock depot and maintenance facilities.
The State Government has suggested that the Centre either provide financial assistance for land acquisition or compensate Telangana by transferring an equivalent extent of Railway land elsewhere. The proposal is expected to be discussed with the National High Speed Rail Corporation Limited (NHSRCL) and the Ministry of Railways during the next stage of project planning.
Three Bullet Train Corridors Cleared
The Telangana Cabinet recently approved revised proposals for three proposed high-speed rail corridors that will originate from Hyderabad:
- Hyderabad – Pune – Mumbai
- Hyderabad – Bengaluru
- Hyderabad – Chennai
The approved proposals include revised alignments, station locations and depot plans. The Cabinet has directed officials to expedite land acquisition, utility shifting and departmental clearances. The approved alignments will now be forwarded to NHSRCL, which will prepare the final Detailed Project Reports (DPRs) and decide the final station locations and route alignments.
Why Shamshabad Was Chosen
Shamshabad has been identified as the ideal location for a common Bullet Train hub because of its proximity to the Rajiv Gandhi International Airport, the proposed Bharat Future City, the Regional Ring Road (RRR) and Hyderabad’s expanding logistics network.
The common hub is expected to serve all three proposed high-speed rail corridors, making Hyderabad one of the few cities in India where multiple Bullet Train routes converge at a single terminal. Earlier this year, officials stated that the city could emerge as the country’s principal high-speed rail hub connecting Mumbai, Pune, Bengaluru and Chennai.
Who Will Pay for the Land?
One of the key issues under discussion is the cost of acquiring land for the project.
According to government proposals, the State has already earmarked 400 acres for the main station, rolling stock depot and maintenance workshop. However, Telangana has requested that the Centre either:
- Provide funds for land acquisition, or
- Transfer Railway-owned land of equivalent value to the State.
Officials say this would help ensure equitable sharing of project costs between the State and Central governments, similar to funding models adopted for other major railway infrastructure projects.
Network to Cover 512 km in Telangana
The three proposed Bullet Train corridors together will span approximately 2,028 kilometres across Telangana, Maharashtra, Karnataka, Andhra Pradesh and Tamil Nadu.
Of this, nearly 512 kilometres of high-speed rail track is proposed within Telangana, making the state one of the largest beneficiaries of India’s future Bullet Train network. The routes are expected to support economic development, improve interstate connectivity and strengthen Hyderabad’s position as a major transport and logistics hub.
Major Changes to Alignments
The revised proposals include several changes aimed at integrating the high-speed rail network with Telangana’s long-term urban development plans.
Among the notable changes are:
- The Hyderabad–Chennai corridor is proposed to pass through Bharat Future City and Nagarjunasagar instead of the earlier alignment via Narketpally, Suryapet and Khammam.
- The Hyderabad–Bengaluru corridor has been revised to pass through Bharat Future City, Mannanur (proposed as Nallamala Station) and Somasila.
- The station initially proposed as Kokapet has been renamed Cyberabad Station, while a tourist station has been proposed near Ananthagiri Hills in Vikarabad district.
The Cabinet also approved plans for a 4.6-kilometre tunnel near Vikarabad, one of the major engineering features of the proposed network.
Project Faces Resistance on Ground
Even as planning progresses, the project has encountered resistance in Bahadurguda village near Shamshabad, where the government is in the process of acquiring land for the proposed hub.
Last week, protests erupted after officials began fencing land identified for the project. Farmers and local residents opposed the acquisition, alleging that due process had not been fully followed. The demonstrations turned violent, resulting in clashes with police and injuries to several personnel.
Subsequently, the Telangana High Court ordered status quo on certain disputed land parcels while allowing authorities to proceed only in accordance with due legal process. The matter is currently under judicial consideration.
What Happens Next?
Although the Telangana Cabinet has approved the revised alignments and infrastructure proposals, the project has not yet reached the construction stage.
The next steps include finalisation of the DPRs by NHSRCL, approval of the final alignments, completion of land acquisition, environmental clearances and financial arrangements between the Centre and the State. Only after these approvals are completed can construction begin.
A Transformational Project for Telangana
If implemented as planned, Hyderabad will become the first city in southern India to serve as a common interchange for three high-speed rail corridors. The project is expected to significantly reduce travel times to Mumbai, Pune, Bengaluru and Chennai while boosting investment, tourism, logistics and real estate development across Telangana.
However, the project’s progress will depend on timely resolution of land acquisition issues, final approvals from NHSRCL and successful coordination between the State and Central governments on funding and implementation.
