Telangana has embarked on its most ambitious road infrastructure transformation, unveiling a massive project that will upgrade connectivity across the state. The initiative involves the development of 441 roads through 34 Hybrid Annuity Model (HAM) packages with an investment of ₹13,006 crore, covering 6,092 kilometers of road network. This project is complemented by the simultaneous development of 2,162 Panchayat Raj roads spanning 7,449.5 kilometers, valued at ₹6,294.81 crore. The combined infrastructure rollout amounts to ₹19,300 crore and will impact 96 Assembly constituencies across Telangana, with completion targeted within 30 months.
The state government has adopted the Hybrid Annuity Model to ensure efficient execution and long-term sustainability of the road projects. Under this financing mechanism, the government will fund 40 percent of the project cost during the construction phase, while private partners are required to invest the remaining 60 percent upfront. The model also mandates a 15-year maintenance period by the private contractors, ensuring better quality roads and reduced deterioration over time. This approach aims to balance public investment with private sector efficiency while maintaining high construction and maintenance standards.
The current infrastructure push forms a critical component of Telangana’s broader vision for road development, which encompasses projects worth ₹98,000 crore. This comprehensive plan includes the construction of world-class connectivity infrastructure such as the Regional Ring Road, the Hyderabad-Vijayawada 8-lane corridor, and several other strategic highway projects. These initiatives are designed to position Telangana as a state with superior road connectivity, facilitating economic growth and improving accessibility to both urban and rural areas.
The massive road development program is expected to significantly enhance transportation infrastructure across Telangana, connecting remote panchayats with district headquarters and major urban centers. The 6,092-kilometer upgrade under HAM packages and the additional 7,449.5 kilometers of Panchayat Raj roads will collectively transform the state’s rural and semi-urban connectivity. The 30-month timeline set for project completion reflects the government’s commitment to rapid infrastructure development while ensuring quality through the mandated long-term maintenance provisions built into the Hybrid Annuity Model contracts.
