Hyderabad: The Telangana Human Rights Commission (TGHRC), led by Dr. Justice Shamim Akhtar, took firm action on Monday in two cases where private colleges unlawfully held back students’ original certificates.
At Gautami Degree College in Balanagar, a BBA graduate’s certificates and Transfer Certificate (TC) were withheld due to pending scholarship reimbursements from the government. The Commission deemed this a breach of the fundamental right to education under Article 21 of the Constitution. The college’s Chairman and Principal must appear before the Commission on August 28. The Commission sent the order to the District Collector of Medchal-Malkajgiri and the Telangana Council of Higher Education (TGCHE).
In a second case, Sultan-ul-Uloom Pharmacy College in Banjara Hills ignored a prior directive from the TGHRC on August 21, 2025, to release certificates for 17 students. Ten students reported the non-compliance on August 25. Consequently, the college’s Chairman and Principal have been ordered to attend a hearing on August 28 at 11:00 AM.
The Commission emphasized that holding certificates unfairly denies students education and job opportunities, violating human rights. Institutions failing to comply may face strict consequences in future cases.
