Gadwal: Additional District Collector Lakshmi Narayana has said that the new Bhoo Bharati Act – 2025, introduced by the state government, is an important step to solve long-standing land disputes. He urged farmers to learn about the Act and understand how it can help them.
Speaking at a seminar held at Rythu Vedika in K.T. Doddi mandal on Wednesday, the Collector explained the main features of the new law. He said the government created this Act to resolve land-related problems and that it was designed by experts and senior officials. The Act builds on past efforts like land surveys, passbooks, and the R.O.R. Act.
Lakshmi Narayana said that the Bhoo Bharati Act was launched by the Chief Minister on Dr. B.R. Ambedkar Jayanti, and it includes the opinions and concerns of farmers. The Act is also meant to fix problems that were not solved by the earlier Dharani portal.
One of the major benefits of the Bhoo Bharati Act, he pointed out, is that it is simpler than the Dharani system. While Dharani had 33 modules that confused many farmers, Bhoo Bharati has only 6, making it easier for farmers to apply based on their specific land issues.
The Act also introduces a strong appeals system. If farmers have land disputes, they can now appeal from the Tahsildar level all the way to the Chief Commissioner of Land Administration (CCLA). The new law also allows corrections of mistakes in land records.
As part of land registration or mutation (change of ownership), a land survey and map will now be mandatory. This helps to update land size and ownership details. The Collector also promised that pending Sada Bainamas (unregistered sale agreements) would be addressed. Tahsildars are required to review these within 30 days, after which the mutation will happen automatically.
Another important feature is the introduction of a unique “Bhoodhar number” for every land parcel, similar to an Aadhaar card for people. This number will help prevent illegal land occupation.
To make sure farmers understand the law, village-level awareness programs will be held. The Act will first be tested in four mandals across the state. Later, one mandal in each district will be added. Based on feedback, changes will be made before the Act is fully introduced across the state.
Lakshmi Narayana encouraged all farmers to make use of the Bhoo Bharati Act, calling it a useful tool to protect land rights and settle disputes fairly.
The seminar was attended by RDO Srinivasa Rao, Library Corporation Chairman Neeli Srinivasulu, Gadwal Market Yard Chairman Nalla Hanumanthu, K.T. Doddi Tahsildar Hari Krishna, and many farmers and officials.
