Passport Row Sparks Fresh Debate as Election Commission Clarifies Its Role in Telangana SIR Exercise

Hyderabad: The ongoing Special Intensive Revision (SIR) of electoral rolls in Telangana has triggered widespread discussion after the Centre’s recent clarification that an Indian passport is primarily a travel document and not, by itself, conclusive proof of citizenship. The clarification comes even as the Election Commission has stated that a valid Indian passport is among the documents that may be accepted during the ongoing SIR verification process.

The differing statements have led to confusion among many voters in Telangana, where the SIR exercise began on June 25, 2026, prompting many citizens to seek clarity on what documents are required and whether a passport alone establishes Indian citizenship.

What Did the Government Say?

On the occasion of Passport Seva Divas, the Ministry of External Affairs (MEA) reiterated that an Indian passport is primarily a travel document issued under the Passports Act, 1967. The government clarified that a passport has never been treated as conclusive proof of citizenship under Indian law.

The clarification cited existing legal provisions and previous judicial observations, stating that while a passport is issued after verification, citizenship is governed separately under the Citizenship Act, 1955.

Election Commission’s Clarification

Amid the debate, the Election Commission of India (ECI) clarified that an Indian passport is one of the accepted documents that may be produced during the Special Intensive Revision process to establish eligibility for inclusion in the electoral roll.

The Commission explained that the passport forms part of the list of acceptable supporting documents during SIR verification and continues to remain valid for electoral verification purposes under the Commission’s guidelines.

Election officials emphasized that the SIR exercise is intended to verify electoral records and ensure that only eligible Indian citizens remain on the electoral rolls.

Why Has the Issue Become Important in Telangana?

The clarification assumes significance because Telangana began its statewide Special Intensive Revision on June 25. Thousands of voters have already started submitting Enumeration Forms online and through Booth Level Officers (BLOs).

The exercise involves verification of electors, mapping their records with the previous Special Intensive Revision conducted in 2002 wherever applicable, and updating electoral rolls to remove duplicate, shifted or ineligible entries.

Documents Required During SIR

Depending on an individual’s category and date of birth, electors may be asked to produce supporting documents during verification.

Among the documents accepted under the Election Commission’s SIR guidelines are:

Election officials have clarified that document requirements may vary depending on the elector’s category, age and verification status.

Why Are Two Statements Being Viewed Differently?

Legal experts point out that the apparent contradiction arises because the two authorities are addressing different legal questions.

The Ministry of External Affairs has stated that a passport, under the Passports Act, is issued as a travel document and is not by itself a statutory declaration of citizenship.

The Election Commission, on the other hand, is dealing with electoral verification under the Representation of the People Act and has included passports among the acceptable documents for voter verification during the SIR process.

In other words, while the government maintains that a passport alone is not legally conclusive proof of citizenship in every circumstance, the Election Commission continues to recognize it as one of the valid documents that may be relied upon during electoral verification.

Political Debate Continues

The issue has also sparked political reactions across the country. Several opposition leaders questioned the government’s clarification, arguing that millions of Indians have long considered passports to be one of the strongest identity documents issued by the government.

Others have called for legislative clarity to remove ambiguity regarding the legal status of various identity documents, including passports and Aadhaar.

SIR Continues Across Telangana

Meanwhile, the Special Intensive Revision exercise is continuing across Telangana, with Booth Level Officers conducting field verification and citizens submitting Enumeration Forms through the Election Commission’s online portal.

Election officials have advised voters not to rely on rumours circulating on social media and instead refer only to official Election Commission notifications and guidelines while completing the SIR process.
