Hyderabad: The State government has introduced the New Record of Rights (NRoR) Bill 2024. This bill aims to replace the current system, Dharani, with a new one called Bhumata. The government is also planning to bring 124 revenue acts under one comprehensive ‘Revenue Law’.
Sources say that the new RoR will help resolve various issues, including disputes over agricultural lands. It will also prevent future problems related to other types of properties. The draft of the new RoR, which is available to the public, proposes separate records for Abadi (inhabited) and Non-Agricultural lands. According to Section 4, the records will be updated whenever a survey is conducted in a village.
A member of the Dharani panel explained that the new draft provides for separate RoR for Abadi land. The State government wants to streamline all Revenue Acts under one system to eliminate hassles related to different types of properties.
The previous government introduced Dharani in 2020 but failed to secure funds from the Centre under the SVAMITVA scheme. This scheme aimed to map all rural inhabited areas in the country, covering about 7 lakh villages. Telangana, which has 15,000 villages, could benefit from this new RoR Act by having separate records for Abadi lands and potentially receiving funds from the Centre.
The committee member added that the new system would create RoR for Abadi lands, similar to how farmers receive passbooks. House and plot owners will have proof of ownership. The 2020 Act had removed the link between RoR and village records, but the new draft bill includes updating village records immediately after the RoR. This will make it easier for people to get bank loans, sell their land, and increase property values. It will also bring progress and prosperity to villages if separate RoRs are created for Abadi lands.
