Hyderabad: Growing concerns over the Election Commission’s proposed Special Intensive Revision (SIR) of electoral rolls have triggered panic and confusion among sections of the public across Telangana. Long queues have been reported at Aadhaar enrolment centres, MeeSeva offices, voter registration camps and municipal service centres as thousands of residents rush to update personal records, correct documentation errors and apply for voter IDs.

The anxiety has intensified following widespread discussions on social media, political statements and reports suggesting that future electoral verification exercises could involve stricter scrutiny of voter records and identity documents. Many citizens fear that discrepancies in official records could potentially affect their names in electoral rolls.

What is the Special Intensive Revision (SIR)?

The Special Intensive Revision is an electoral roll verification exercise undertaken by the Election Commission of India to identify and remove duplicate, shifted, deceased and otherwise ineligible entries while ensuring that genuine eligible voters remain on the voter list.

Election officials maintain that the purpose of the exercise is to improve the accuracy of electoral rolls and strengthen electoral integrity. Similar exercises have previously been conducted in several states where large numbers of duplicate and inactive voter entries were removed after field verification.

However, the issue has become politically sensitive after debates emerged regarding the type of documents that may be required during verification and concerns raised by various political parties and civil society groups.

Why Are Telangana Residents Worried?

Over the last few weeks, reports regarding voter verification exercises in other states have led to fears that citizens may be asked to produce multiple supporting documents to establish their identity and residence.

Particular concern exists among:

  • Minority communities
  • Migrant workers
  • Tenants living in rented accommodation
  • Senior citizens with old records
  • People whose names differ across documents
  • Residents lacking birth certificates or legacy documents

Adding to the anxiety are claims circulating on social media and messaging platforms that large numbers of voters could be removed from electoral rolls. Some reports have alleged that nearly 30 lakh voter entries in Telangana may face scrutiny. However, no official figure has been released by the Election Commission regarding any such exercise in Telangana.

Family Mapping and Legacy Voter Record Verification Driving Concerns

A significant portion of the anxiety among citizens stems from discussions surrounding voter verification models being implemented in other states, particularly the use of family mapping, household verification and comparisons with older electoral rolls.

Many residents fear that future verification exercises could require individuals to establish continuity of residence and voter eligibility through family records, previous electoral rolls, and supporting government documents.

Political discussions on social media have focused heavily on reports that voter data may be cross-verified using family relationships, household records and historical electoral databases. Particular attention has been drawn to references to the 2002 electoral rolls used in verification exercises elsewhere, leading to confusion and concern among voters in Telangana.

As a result, many citizens are rushing to obtain or update documents such as voter IDs, birth certificates, family records, Aadhaar cards, ration cards and other identity documents to avoid potential discrepancies in future verification exercises.

Election officials have not announced any similar SIR exercise for Telangana and have repeatedly advised citizens not to rely on rumours or unverified claims circulating on social media platforms.

People are increasingly visiting centres to:

  • Correct name spellings in Aadhaar cards
  • Update residential addresses
  • Change mobile numbers
  • Correct date of birth details
  • Link Aadhaar with voter IDs
  • Apply for fresh voter registration
  • Transfer voter registration to new constituencies

Officials say most of the current demand is driven by citizens wanting to ensure all government records are consistent and updated.

Huge Rush at MeeSeva and Aadhaar Centres

Residents in Hyderabad, Rangareddy, Medchal-Malkajgiri, Nizamabad, Karimnagar, Warangal, Khammam and Nalgonda districts have reported unusually high waiting times at Aadhaar update centres and MeeSeva facilities.

Several centres have witnessed a surge in applications related to:

  • Aadhaar demographic updates
  • Birth certificate corrections
  • Address proofs
  • Voter ID corrections
  • Name change applications
  • Family member additions and corrections

Operators at some centres report that daily footfall has increased substantially compared to normal levels as people attempt to update documents before any potential electoral verification process.

Political Debate Intensifies

The issue has sparked political debate nationwide. Several opposition parties have expressed concern that extensive voter verification exercises could disproportionately affect vulnerable groups if proper safeguards are not implemented.

Political leaders, including AIMIM president Asaduddin Owaisi, have criticised the proposed verification mechanisms and warned that any process creating uncertainty among genuine voters must be handled carefully.

Supporters of the exercise, however, argue that electoral rolls should be regularly updated to remove duplicate and ineligible entries and improve transparency in elections.

What Documents Are Citizens Updating?

Many residents are currently ensuring consistency across multiple government databases, including:

  • Aadhaar Card
  • Voter ID Card (EPIC)
  • Birth Certificate
  • Passport
  • Ration Card
  • PAN Card
  • Property Records
  • Driving Licence
  • Educational Certificates

Experts note that differences in spellings, initials, addresses and dates of birth are common due to records being created at different times by different agencies.

Election Officials Urge Public Not to Panic

Election authorities have repeatedly stated that genuine voters should not panic and should rely only on official announcements. Officials emphasize that electoral verification exercises are conducted according to established legal procedures and that eligible voters are provided opportunities to correct records and respond to any discrepancies.

The Election Commission has also clarified in previous verification exercises that no voter can be removed arbitrarily and that due process, including verification and appeals, is available.

What Citizens Should Do

  • Verify voter registration status through official Election Commission portals.
  • Update Aadhaar details if any errors exist.
  • Ensure names match across government documents.
  • Keep address records current.
  • Apply for voter ID corrections where required.
  • Avoid misinformation circulating on social media.
  • Follow official announcements from the Election Commission and Telangana Chief Electoral Officer.

While no formal SIR exercise has been announced specifically for Telangana at this stage, the discussion surrounding voter verification and document mapping has already created significant public concern. The result has been a statewide rush to update records, with Aadhaar centres, MeeSeva offices and voter registration facilities witnessing some of their highest demand in recent months.
